The ban was originally imposed by the federal government when Boulder City was built in 1931 as a planned 'model community' to house workers building Hoover Dam. The federal government owned the city until 1960, when it was handed over to the residents, who voted to keep the gambling ban. The only other US cities this close to Las Vegas that ban gambling are technically not cities.
