Boulder City is one of only two cities in Nevada that prohibits gambling by law — the other is Panaca (a small rural town). The ban was originally imposed by the federal government when Boulder City was built in 1931 as a planned 'model community' to house workers building Hoover Dam. The federal government owned the city until 1960, when it was handed over to the residents, who voted to keep the gambling ban. The only other US cities this close to Las Vegas that ban gambling are technically not cities.

Moving in Boulder City: FAQ.
Is Boulder City really different from Las Vegas?
Yes, meaningfully. Boulder City has no casinos, no neon, and a small-town character focused on Hoover Dam and Lake Mead tourism. Many residents are Hoover Dam employees, retirees seeking quiet, or Las Vegas escapees looking for a less Vegas-like lifestyle. The city has strict growth controls, historic preservation standards, and a community feel quite unlike neighboring Henderson or Las Vegas.
